Oceania isn't Autarchic
In the book, is clear that the figure of the Big Brother doesn't represent a single person. In the Party's words, the Big Brother will never die. The political organization of Oceania is probably more like a Oligarchy.
I feel it's still somewhat ambigious if he exists or ever existed tho.
