State Capitalism and Neoliberalism

I am sorry, but isn't Neoliberalism supports economic liberalism and deregulation, as well as tax cut and cutting of government spending, especially on welfare?

I am readding Jiang to State Capitalism, but not removing Jiang from Neoliberalism, so idk how the definition of neoliberalism matters for these edits.
